The application process introduces the Hometown Delegate system, allowing selected participants to secure and represent their city or county early in the season.

- Women who are married, have children, or are pregnant are eligible to compete
- No age limit (must be born in 2009 or earlier)
- U.S. citizenship required
- Must live, study, or work in Florida
For Miss Teen USA pathway participants, separate eligibility requirements apply under the official system.
